Speeches, reports, press releases, newspaper clippings, correspondence, photographs and other material relating to The Citizens Commission on the General Assembly (Maryland) from 1966-1972. The collection also contains the personal scrapbook of George S. Wills, Commission Chairman, as well as his doctoral dissertation, "The Reorganization of the Maryland General Assembly, 1966-1968: A Study of the Politics of Reform" (Baltimore: The Johns Hopkins University, 1969).
Composed of individuals from the Young Democratic and Republican Clubs of Maryland, along with corporate, labor and civic leaders, the Commission sought to reform and modernize the Legislature to create a more vigorous government for Maryland.

Marvin Mandel, Speaker of the House of Delegates, and William James, President of the Senate, acting on behalf of the Legislative Council of the General Assembly requested that the Eagleton Institute investigate the workings of the legislature, the problems facing it, and the most appropriate remedies to correct them.
