Materials donated to the Archives by Judge Alan Wilner pertaining to the early history of the Maryland Special Court of Appeals and the executive and judicial committees in which he served.

History
The collection contains, in large part, documents concerning the Maryland-Leningrad sister-state relationship formed in 1992. This program is run through the Russian-American Rule of Law Consortium, Inc. (RAROLC). Other documents pertain to the Open World Program which helps connect Russian and American delegations for seminars concerning rule of law issues. Furthermore, there are documents dealing with the Advanced Science and Technology Adjudication Resource (ASTAR). The remainder of the contents include various criminal index binders as well as Judge Alan M. Wilner's opinion papers from 1977-1996 (not continuous).
