Description
General Orders No. 9, Head Quarters, Yorktown, June 14, 1862: "it is ordered that all negroes "Contrabands" or otherwise within the limits of this command shall be under the immediate charge and control of the Provost Marshall who will superintend all details for labors issued from these Head Quarters and be held responsible for the proper care and comfort of the men detailed." Signed "By order of James [H.?] Van Alen, Brigadier General and Military Governor and Cyrus S. Waldeman, Assistant Adjutant General.
