Van Staphorst v. Maryland First case entered in the U. S. Supreme Court Docket. Maryland State Papers documents relating to the Van Staphorst claims Documents Alexander Hamilton: "States, like individuals, who observe their engagements are respected and trusted, while the reverse is the fate of those who pursue an opposite conduct." January 14, 1790, First Report on Public Credit, where Hamilton argues for the assumption of all State debts at full (par).
