UNDER THE 1786 HARTFORD COMPACT BETWEEN NEW YORK AND MASSACHUSETTS, NEW YORK WAS RECOGNIZED TO HAVE SOVEREIGNTY OVER THOSE LANDS AND MASSACHUSETTS TO OWN THE UNDERLYING FEE TO THOSE LANDS AND THE RIGHT TO PURCHASE THE SENECAS' INTEREST IN THEM.
