Speech covers the following topics: consolidation of six courts comprising the Supreme Bench of Baltimore City, the question of expanded media coverage of courts, the project to develop federal guidelines for sentencing, caseload issues concerning the Court of Special Appeals, and a call to begin a new Commission on Judicial Reform.
