"Report on the State of the Judiciary to the Legislature of Maryland by Robert C. Murphy, Chief Judge of the Court of Appeals of Maryland" This is the second ever "state of the judiciary" speech given in Maryland. Points covered: results of the creation of the Court of Special appeals in 1967, the new Court of Appeals building, creation of the District Court level, civil cases in Circuit Courts, police arrests and the criminal justice system, suggestions by the Commission on Judicial Reform, a move to shift all areas of apellate jurisdiction to the Court of Special Appeals, and a word on the Commission on Judicial Disabilities.

Description
"Report on the State of the Judiciary to the Legislature of Maryland" Given by Robert C. Murphy, Chief Judge of the Court of Appeals of Maryland. This is the third speech of its kind. The speech covers the following topics: 12% caseload increase experienced by the courts, the general increase in crime, overcrowded jails, importance of actual rehabilitation of jail patrons, House Bill 5 (requiring a presentence investigation prior to sentencing to the jurisdiction of the Division of Corretion or the Patuxent Institution), juvenile crime, the final report of the Commision on Judicial Reform, judicial selection, attorney behavoir and the Lawyers Disciplinary Fund.
