| [IN PROCESSING PHASE] Constance Leider served as Maryland's first female Secretary of State Planning. The holdings contain documents relating to her professional career as well as her personal life.
Constance Leider was born in Cincinnati, Ohio on April 25, 1934. After her 1956 guaduation from Wellesley College, she earned her M.A. in City Planning from the Harvard
Graduate School of Design in 1960. She started her career as a consultant/planner for Morton Hoffman &
Co., working later for the City of Baltimore. In 1979, Leider was appointed as Maryland’s first first female Secretary of State Planning (1979-1989), always recognizing the importance of urban centers. During that period, she
sat on several boards, including the Capital Debt Affordability Committee, the Maryland
Potomac Water Authority, and the Interagency Committee for School Construction. She was
also on the Board of Trustees for the Maryland Agricultural Land Preservation Foundation.
During her career she focused on critical issues like environmental protection, improving
education and prisons, and improving public transit. Secretary Leider pioneered the principles of “smart
growth” that guide Maryland’s policies today.
