Description
Newsclipping: Citizens' Committee for Delinquent Colored Boys campaigning for the appointment of "one thoroughly equipped and trained for the task of supervising the delinquent inmates" of Cheltenham. Committee advocated that Black children receive care equal to that given to white Maryland children, that the staff be adequately trained, and that the institution be properly funded by the State to remedy the "deplorable conditions" in which the children are kept. Newspaper makes mention of the Hopkirk report.
