Description
Taxation - Individuals who accept collect calls from prison inmates pay a surcharge which is then remitted to the State. The telephone commission rates were 20% of local call charges and 42% of long distance call charges. Articles 8, 14, and 24 of the Maryland Declaration of Rights are discussed.
