Description
Four Petitions affixed to each other. "To the Honorable the General Assembly of Maryland, Now in Extra Session in the City of Frederick," circa May 6, 1861, with over 200 signatures of union-leaning Washington County, Maryland, citizens protesting against the secret sessions of the Maryland General Assembly being held in Frederick. These petitioners also protest the passage of laws establishing committees of safety. The printed petitions are affixed to each other by glue and wax, forming one scroll measuring 8" x 93" [7' 9"]. The Maryland Senate received these petitions on May 6, 1861, as published in the Journal of the Proceedings of the Senate of the State of Maryland (1861). Stains and some discolorations exist.

Description
Maryland Citizen's Petition for Neutrality during the Civil War with 38 signatures. Three pages, 7.25" x 9.75", circa May 4, 1861. This petition is addressed "To the honorable Members of the Senate & Legislature of Maryland" and begins "We the undersigned Citizens of St. Mary's Co. 1st Election District, knowing the excitment under which our legislature has come together, have reason to fear hasty legislation. We would therefore respectfully Call your attention to what we believe to be the facts in the case. . ."

Description
Petition with over 50 signatures; "To the Honorable The General Assembly of Maryland. We the undersigned, very respectfully urge by this our memorial a protest against the passage of the Bill, now before your Honorable body, and known as a Bill for the appointment by the Legislation of a 'Board of Public Safety' believing that such Bill if passed would prove a Military Despotism." Over fifty signatures follow the text. This document is also specifically addressed on the verso to Major General Kimmell. This sheet is affixed to a blue sheet that contains docketing on the verso. Description
Petition with over 160 signatures; "To the Honorable Senate & Legislature of Maryland, The undersigned beg leave to protest to your bodies very respectfully against the passage of a law styled 'A Board of Public Safety' as a Military Despotism." The document is addressed on the verso specifically "To Majr. Genl. Kimmell, Senator of Maryland &c., with the regards of the Signers." (Anthony Kimmel was a state senator from Frederick, Maryland, and commanding general of the Fourth Division of Maryland Militia.) Docketed on the verso. With several ink stains and smudges. A tear exists near the top of the document. (one page, 7.5" x 39")

Manuscript, Handwritten letter by Colonel Thomas Ruger addressed to Major Robert Scott in regards to the arrests of the Maryland Legislature in 1861, stating he was not in possession of any official reports of the arrests. Offers to make a written statement of the event in question. On official Fort Assinuiboine letterhead. Two old horizontal folds, some brown spotting. Excellent condition. Signed. 1879.

Warning Ruger of alarm in Baltimore on September 17th, 1861, advising Ruger to be patient and "lay your plans wisely" for the arrests to take place later that day. Signed. Includes original envelope.
